The need for a common set of public sector operating and accounting standards in
both the United States and Canada, has resulted in the formation of independent
bodies with the mandate to set these standards.
In the US, the Governmental Accounting
Standards Board (GASB)
established new standards under the initiative known as Statement 34 (GASB34),
defining new rules on how local governments should manage operating performance,
conduct fiscal reporting, and most importantly manage and account for public
infrastructure assets. Canada has a
similar body, known as the Public Sector
Accounting Board (PSAB).
GASB34 and PSAB require the reporting of all values and costs relating to public
infrastructure, and have been a major driving force toward the adoption of
asset management systems.
Asset management starts with the identification, inventory, and
assessment of the condition of all
public assets under the ownership,
control, and administration of the local government.
These assets can include:

* Utility poles
* Roads and bridges
* Guard rails
* Fire hydrants
* City owned property
